Mary Lynne Birck was appointed by Governor Mike DeWine, Mary Lynne Birck became judge of the Clermont County Common Pleas Court, Domestic Relations Division, on December 29, 2020. Prior to her appointment, she practiced in the Civil Division of the Clermont County Prosecutor’s Office in areas ranging from employment law, constitutional law, section 1983 claims, construction, contracts, and torts in federal court as well as Ohio common pleas, appellate, and on occasion, the Supreme Court of Ohio. Mary Lynne graduated from the University of Cincinnati’s School of Law, where she was an Urban Morgan Fellow, editing The Human Rights Quarterly and serving as a student articles editor of the Law Review. She graduated with honors from the College of the University of Chicago, and proudly taught at her alma mater, St. Ursula Academy, Cincinnati, Ohio. Mary Lynne and her husband, John Nordmeyer, are blessed to live on twenty-six wooden acres (with a stocked pond!) in New Richmond, Ohio with their four rescue dogs and chickens.

Judge Anthony W. Brock was admitted to the practice of law in Ohio in 1993. He worked as a law clerk and an associate at Faulkner & Tepe, LLP for nearly three years. In 1995, Judge Brock was hired as an Assistant Prosecuting Attorney for the Clermont County Prosecutor’s office, where he worked for twelve years. As an Assistant Prosecutor, Judge Brock successfully prosecuted Clermont County’s most dangerous criminals, including individuals charged with capital murder, rape, aggravated robbery, aggravated burglary, arson, felonious assault, and aggravated vehicular homicide.
In December, 2006, Judge Brock was appointed by the Governor to a vacancy on the Clermont County Municipal Court bench. He was elected to the balance of the unexpired term in 2007, and was re-elected in 2011. He served as the administrative and presiding judge of Clermont County Municipal Court from 2010 – 2015. Judge Brock was elected to the Common Pleas bench in 2016, for a term beginning in 2017. Judge Brock is a member of the Clermont County Bar Association, the Ohio State Bar Association, the Ohio Judicial College, and the Ohio Common Pleas Judges Association.
Judge Brock has been active in the community for years. He served as a member of the Clermont County Criminal Justice Coordinating Council as both a prosecutor and a Judge. He currently chairs the committee. He was a certified legal instructor at the U.C. Clermont Police Academy from 2002 to 2007. He served first as a legal advisor, then as a judge in the Ohio High School Mock Trial competition for years. He is a member of J.B. Covert Lodge #437 F & A.M. He coached girls soccer, and boys basketball and baseball.

Attorney Matthew Byrne has announced his candidacy for Judge on Ohio’s Twelfth District Court of Appeals.

Byrne is seeking the Republican nomination in the March 2020 primary.
Byrne is Of Counsel at Jackson Lewis P.C., where he focuses his legal practice on employment law litigation in state and federal court, at both the trial and appellate levels.
Byrne represents employers in significant litigation matters, including wage and hour class action litigation and cases involving discrimination, employee leave, non-competition, and similar claims.
Byrne was the president of the Federalist Society’s Cincinnati Lawyers Chapter from 2014 to 2019.
The Federalist Society is a national organization “founded on the principles that the state exists to preserve freedom, that the separation of governmental powers is central to our Constitution, and that it is emphatically the province and duty of the judiciary to say what the law is, not what it should be.” (https://fedsoc.org/about-us)
“My judicial heroes are Justices Antonin Scalia, Clarence Thomas, and Neil Gorsuch. I am a constitutional originalist, and a textualist. I believe that the Constitution and statutes should be interpreted according to their original meaning, which does not change with time. We need judges at all levels of the courts, including in state courts, who believe these things,” says Byrne.
Prior to attending law school, Byrne worked as a Staff Assistant in the Office of Presidential Personnel in President George W. Bush’s White House.
Byrne has served on the advisory board of a pregnancy resource center and the Education Commission for his children’s parochial school.
He was previously a member of the Warren County Republican Party’s Central Committee, and he twice chaired the St. Thomas More Society of Greater Cincinnati’s Red Mass Committee.
He is a member of several bar associations.
Byrne earned his law degree from The Ohio State University Moritz College of Law and his bachelor’s degree from Xavier University.
Byrne is married to Julie Byrne, a lawyer and the vice-chairman of the Warren County Republican Party.
They have three children and reside in Deerfield Township, Warren County.
The Twelfth District Court of Appeals covers Brown, Butler, Clermont, Clinton, Fayette, Madison, Preble, and Warren Counties.

Judge Victor M. Haddad attended the University of Akron and finished his undergraduate degree at the University of Cincinnati, graduating magna cum laude in 1985 with a bachelor’s in criminology. Judge Haddad obtained his Juris Doctorate from U.C. College of Law in 1988. While at the College of Law, he was a member of the Student-Faculty Committee on Job Placement. Judge Haddad was admitted to practice law in the State of Ohio in 1989, in Federal District Court in 1990, and in the United States Supreme Court in 2002.
Judge Haddad has spent the majority of his legal career serving the citizens of Clermont County. Soon after receiving his law degree, he was appointed as Magistrate and Compliance Officer of the Domestic Relations Court where he presided over cases concerning family law matters including custody and domestic violence issues. He served in this capacity until 1992 when he was hired as an Assistant Prosecuting Attorney. In 1996 Judge Haddad was appointed as Magistrate and Court Administrator of the Clermont County Municipal Court, presiding over traffic and criminal cases, felony preliminary hearings and jury trials. As Court Administrator, he oversaw the day-to-day operations and designed and implemented administrative policies of the court.
In 1999, Judge Haddad was elected to the Clermont County Municipal Court and subsequently took the bench in January of 2000. During his tenure as Municipal Court Judge, he was elected by his fellow Judges as Administrative/Presiding Judge in 2004, 2005 and 2006. Judge Haddad was a member of the Education Committee for the Association of Municipal Court Judges of Ohio and the Clermont County Jail Advisory Committee. He also served as an instructor for courses at the Supreme Court of Ohio Judicial College.
Judge Haddad was elected to the Clermont County Common Pleas Court in 2006 and began his term in January of 2007. In 2009 he was chosen to hold the position of Presiding Judge for all divisions of the Common Pleas Court, and in 2013-2014 the position of Administrative Judge. As Judge of the Common Pleas Court, he brings with him a broad range of judicial knowledge and legal experience gained through his many years of service.
Judge Haddad participated in the Senior Leadership Program sponsored by Clermont 20/20 and was a member of the Lead Clermont Class of 1998-1999. He was selected to present as a keynote speaker at the University of Cincinnati Police Academy graduation ceremony and at the Eastern Area YWCA Domestic Violence Awareness Event.
Judge Haddad was selected as the 2012 Trial Judge of the Year by the Southwest Ohio Trial Lawyers Association.

Judge Kevin T. Miles began the practice of law in 1999 and was appointed as an Assistant Clermont County Prosecuting Attorney in 2000. From 2000 to 2002, he worked exclusively in Municipal Court as a prosecuting attorney handling all aspect of misdemeanor cases and jury trials.
In 2002, Judge Miles was promoted to the Felony division of the Prosecutor’s Office, where he successfully tried many felony trials. In 2007, Judge Miles was promoted to supervisor in the Felony Division. In this position, he was responsible for handling many high-profile cases along with the most serious offenses under Ohio law.
In January 2013, Judge Miles became the Chief Assistant Prosecuting Attorney and head of the criminal division of the Prosecutor’s Office. In 2013, Judge Miles received the appointment by the Governor to serve as a Judge for the Clermont County Municipal Court.
Judge Miles was later elected on November 2013 to serve the balance of that term. Judge Miles was then re-elected in 2015 and 2021. Judge Miles has served as the Presiding and Administrative Judge in Municipal Court. Judge Miles served as Judge of the OVI Court Specialized Docket from 2016 to 2019 in Municipal Court. In 2022, Judge Miles received the appointment by the Governor to serve as Judge for the Clermont County Common Pleas Court.
